TaxLinkROL (Republic of Liberia) Overview

TaxLinkROL is a Software-as-a-Service (SaaS) platform that enables practitioners, corporations, partnerships and individual tax payers in Liberia. The platform allows members to digitally create, submit and track various types of taxes and revenue filings to the Ministry of Finance, Republic of Liberal (MOF, ROL). TaxLinkROL has a cloud footprint and is poised to serve Liberian tax payers weather in Liberia or around the world. TaxLinkROL is a privately held Liberian Corporation and a property of Converged Technologies, Inc.

Platform Functionality

TaxLinkROL enables Taxpayers and Practitioners to electronically submit taxes to the Revenue Department, at Ministry of Finance, Republic of Liberia (MOF, ROL). This can be done form 1 of 4 Account Types:-

  • Individual or Sole Proprietor – This account allows members to Submit taxes, revenue and other filings to Ministry of Finance. The individual filings category includes all schedules required by MOF, ROL.
  • Partnership – This account allows members to electronically submit taxes, revenue filing and financial document to Ministry of Finance. The partnership filing category includes all schedules and reports required by MOF, ROL.
  • Corporation – This account allows members to submit taxes, revenue filings and financial document to Ministry of Finance. The corporation filing category includes all schedules and reports required by MOF, ROL.
  • Tax Accounting Business or Practitioners – This account allows tax practitioners to prepare and electronically submit taxes on behalf of their various customers to MOF, ROL. Once registered, practitioners can create new sub-accounts or link to preexisting accounts for various businesses or individuals.

TaxLinkROL Member Profile and Dashboard

After registration, each member gets a dashboard and profile page. The dashboard enables members to navigate various tax and revenue forms. It also provides a list of saved and submitted documents sent to MOF, ROL. The list shows the status of all documents on the dashboard. The dashboard provides real-time visibility between TaxLinkROL members and the Revenue Department of MOF, ROL regarding submitted filings. After a filing is received, reviewed, accepted or rejected by MOF, ROL, the status will display next to each filing on the member TaxLinkROL dashboard. Members will also be updated via e-mail once the revenue officer has reviewed their filings. Members can upload required documents to be electronically access by the Revenue Department MOF, ROL.

The dashboard section provides key information on each member. This also includes the e-signature option that allows registered members submitting documents to the MOF Revenue Department to add an image / # of a certified national ID document. The information will be used as their electronic signature. The documents can include National ID Card, Driver License or Passport. Also, the member profile will include information such as member name, personal or business addresses, TIN #, County, City and P. O. Box. The profile information is a basic system requirement for all forms and will automatically be added to filings submitted by that member.

The Practitioner feature is another unique feature added to TaxLinkROL. This option enables tax practitioners and consultants to create and file taxes or financial reports for their various customers. This are done through the "account association" feature. This feature is useful for corporate CFO and comptrollers who wants to own their corporate accounts but allow tax consultants to work on various filing types.

Ministry of Finance Revenue Office Interface

This interface provides management for all filings submitted by TaxLinkROL members. Filings are sent electronically directly to the Revenue Department of the Ministry of Finance. Revenue officers will then have the ability to review all submitted documents. Once reviewed, an official "review status" will be applied to each filing. Ex. Approved, Received, Rejected etc... The "official Use" information will then automatically be sent with the filing to the tax payer or practitioner.

TaxLinkROL "Revenue Office Interface" also allows revenue officers to have a centralized 360° view of all filing submittals to that department. TaxLinkROL provide a complete workflow for the department through which, tax payers and practitioners can create/submit filings and still retain electronic copies for their records. Tax payers and practitioners will instantly be notifying by TaxLinkROL on the status for their filings.

The system provides unique login credential for each revenue officer. This way all reviews and approvals by a particular officer can be tracked and managed by the Revenue Department. Additionally TaxLinkROL provides the MOF, with a searchable electronic database of all tax and revenue filings records.

TaxLinkROL is designed to interface with any preexisting financial system used by the MOF, ROL. Using application program interface (API) connectivity, TaxLinkROL offers the ability to exchange data (push or pull information) from systems used at MOF or other Government of Liberia entities.

TaxLinkROL will also electronically provide Central Bank of Liberia electronic payment options, payment vouchers, transaction notifications and necessary information exchange with MOF, ROL. This feature completely automates authenticating, revenue filing, tracking, and collection processes for the MOF, Revenue Department.

Central Bank Liberia (CBL) Payment Center Interface:

Once filings are submitted by users, a voucher will be created for the amount owed and sent to the user and CBL payment center accounts. Users will have the ability to pay taxes via Checking Account, Mobile Money Interface, or Debit Cards. Once user remits payment to CBL, confirmation information will be sent to the user TaxlinkROL account and email. CBL payment center will have the ability to pull filings by a reference number. Finally, they will select a "Paid" status. The "Paid" status should display with various options.
Ex. Pending/Paid, Approved/Paid, Reviewed/Paid.
